I am directed by the Secretary of State for War to acknowledge the receipt of your letter No: 19866, Secret, of the 15th ultimo, relative to the proceedings of a Russian Torpedo boat destroyer in the territorial waters of Hong Kong.
In reply I am to enclose for the information of the Secretary of State for the Colonies a copy of correspondence on this subject, which has since taken place between this department and the Admiralty, and a copy of a letter which has, by Mr Brodrick's direction, been addressed to the Foreign Office.
